Since its inception, the establishment of MNOU has been supported by 54 fully cooperative university councils and 15 partner university councils. Together, they have worked hand in hand with MNOU to implement the Interim Education Program during the Spring Revolution period. MNOU was founded with the ambition of realizing the future aspirations of students who missed educational opportunities during this time, contributing to the development of the country's human resources, and fostering a legacy of righteous thinking and analytical reasoning for future generations. Besides the first public university of its kind, MNOU also attempts to become an autonomous university.

Students who meet the following qualifications can apply for university entrance/admission.
In October 2021, when the Union Minister recommended restarting the interrupted learning programs for day and distance course students through an Open University platform, the Ministry of Education began gathering CDM teachers, management staff, students, and alumni from the higher education sector. Five groups were formed: the Open University Policy Team, OU Admin Team, OU Subject Team, OU Technical Team, and a Special Policy Team for students whose education had been suspended. The Open Access Education Platform, which started on July 7, 2020, was renamed Myanmar Nway-Oo University (MNOU) by a decision made in mid-2022 following discussions among members. To begin teaching activities, various subject groups were contacted. On August 14, 2022, a temporary steering committee for Myanmar Nway Oo University, consisting of 11 members, was established to initiate teaching activities. On October 7, 2022, the Minister of Education recognized Myanmar Nway-Oo University as a public autonomous university through announcement No. 15/2022.
